on an unrelated note, many of the legendaries (the natural ones) are guardians or elementals that have domains. Manaphy makes Phiones (I really am not sure about that one.)
But Mew is just Mew! She is given no task or kingdom. What the hell does she do all day? I think that is why she is often seeming so playful, because she has no responsibilities.

She is the Adam/Eve of all pokemon. In the same way that Adam and Eve were the orginal prototypes for every race and nation on the planet, so Mew is for all pokemon. in her is the genetic diversity of the entire world except humans (maybe), which is why she can use every move and transform into any pokemon.
In my own mythology, humans used to be able to evolve and use pokemon moves, but they became proud and tried to dominate the rest of the pokemon. To punish them Arceus made them weak and took away their powers, forcing them to rely on and be fearful of the other pokemon.
