Like, COME ON!!!! It's a tiny SHRUB Pokémon! No wonder it's a Legendary.. Everyone obviously stepped on and killed the rest of them!
The one in D/P is hiding on a strip of island where people can't get to it!! (And I cheat to get there... XD Lol, if you just keep walking past the Pokémon League, with walkthrough cheat on, you'll eventually run into this island... I ended up there by accident. )

Lol, I do kind of like Hedgehog Shaymin though, very cute.
