Why is Saludos Amigos bad?

Also, how much of a downgrade is Ralph Breaks The Internet compared to the original?

Saludos Amigos to me just felt like a culture documentary with a few cartoons thrown in. The Three Cabalerros to me on the other hand did the concept of showing the cartoons and telling about the culture so much better. Not to mention that both films were made as part of Walt Disney's good will trip to South America, so naturally, one would be better than the other. As for my feelings of Ralph Breaks the Internet compared to Wreck-It Ralph: I felt like it was an okay sequel to a great film, and the labels on my scoreboards pretty much represent a number out of 10. So Wreck-It Ralph I labled great(Which would be 8/10), and Ralph Breaks the Internet i gave an okay label(Which would be a 6/10). so only by 2 points.
So here are my labels and what number out of 10 they would be.
Perfect: 10/10
Amazing: 9/10
Great: 8/10
Good: 7/10
Okay: 6/10
Mediocre: 5/10
Bad: 4/10
Awful: 3/10
Terrible: 2/10

Won't act like Pocahontas is flawless or Prince of Egypt (an animated movie i'd give a Perfect) but ah think it deserves at least an Amazing

My reason is that the story is very predictable with it's message(While it is a good message.), the tone can shift too quickly, and most of the chase scenes between Meeko and Percy are just filler. However, the story itself is okay, the animation is gorgeus, most of the characters are likeable, and the soundtrack is excellent.
