What is "natural" or not, is not up for you to decide. What you are suggesting is placing needless shame on women.
Just because you are only able to come up with one "rational" reason for a woman to wear less clothing, does not mean it's fair to just assume that's it and leave it at that. Sure this is is just a cartoon drawing, but your massive assumptions about women are plenty real.
How about instead of making such asshole-ish assumptions, you simply try asking the artist what the intent was? Maybe it really is supposed to be like a harem anime, but right now all you are saying is "girls only dress like sluts because they want to fuck every guy they meet."
