One seemed to have followed the other for quite some time. I was wondering if they were more then friends, or if one of them at least though that.

Good question. So Mermaids in Yeld are often bisexual or lesbian. Deb (the purple one) isn't, but Jenny is. However, Jen doesn't have romantic or sexual attraction to Deb. They're just very good friends. Mermaids grow up together in schools and often stay close to each other for life. They refer to each other as "Sisters of the Sea", and its a bond that is very strong. 

In this case Deb is just the kind of person who latches on to someone and follows them around for their entire life. She never really made decisions for herself, she just kind of did whatever Jen wanted to do. And Jen is the kind of person that does what she wants and never really stops to think about what her friend wants, or if what she's doing is going to hurt someone else. When that kind of relationship breaks I think its not unlike a long term romantic couple breaking up.

So no, not girlfriends. But I can see why you might think that.
