or you could do this:
Turn off physics adjust the dress bones to where there is no leg glitching through. then turn on physics.

you could also just move the top row bones, its easier.

Ha! thanks. On Frozen dadada mmd, I saw Anna and Elsa got their dress glitch through the legs xD. And now, I can use Anna and Elsa models now xD
