It is an old cut-and-paste collage, processed in Photoshop. Nothing special there -- a good bit of "glowing edges" I guess, along with some other things. Truth be told, after eleven years of Photoshop, I just sorta feel my way through these things without being fully conscious of which tools I'm using. You'd have to ask how he did the head.
