Actually, they probably are either from Londo or possibly Lennier. IIRC, by this point in the time-line, Lennier is in self-imposed exile waiting for John to pass on.
However, the point is that Lennier is one of Vir's closest friends. I wonder if he's been looking out for his friend and, even now, is trying to remind him of the immense power of positive mental focus that is taught by the Minbari religious caste.
