For your question:
My gosh... so hard to explain because it's mostly fandom... XD
I'm not quite good at describing my thoughts with English words, but here's what my Angel Pair relationship is XD
They don't have a deep relationship like other characters would have (for example USUK, GerIta...) because they don't have much in common or they don't have any reason to be close to each other.
More like they know the other one's there, but don't have much interest.
Now, for this to become Angel Pair, there has to be some kind of action between them...(which would be where the fandom part comes in :3) like, maybe England saved Italy from something, or England decides to ask Italy for cooking lessons(because he dares not to ask France XD), it could be anything you can come up with :3
Italy is scared of England, but after a few contacts he notices that England is not the sort of guy he imagined he would be so he starts to open his heart to him.
Then things start to move... ovo* And I won't try to explain this part because I'm getting confused with my own English! XD
One thing I can say about Angel Pair is that the two have an opposite personality.
Italy, the charming, loveable, cheerful, happy, joyful one who is meant to love people(possible born to because he's such an angel!)
and England, the cool, awkward, a bit stubborn, delicate, and isn't familiar with love(maybe a bit scared since the incident between him and America).
Italy has the straightness and natural ability to keep loving so he is able to cover all the parts of England's fear towards love and make him believe he's getting the love he has always wanted.
OMG... am I making sense at all?? You should probably ask someone else with proper English skills... XD
