I didn't like the way they made Seth return in terms of story-wise in SFV. I mean sure, maybe he indeed does return because of Juri making the mistake of reviving him but I was expecting something like Juri is really shocked upon realizing it's him and noticing that this new female form has some resemblance to her and that Seth obviously remembers what happened to him and has the chance to get revenge and at the same time expose Juri for how she really feels (so a little help in having people recognize that Juri isn't really evil in the end.) Yeah, maybe I'm expecting too much since these are fighting games in the end but still.Juri's model by Chrissy-Tee

To be honest this is better than Seth's story in SFV.
However, Juri ain't really the type to get dominated like that even though Seth would most likely have revenge.
However, you made some good points with Seth still considers Juri to be part of his organisation. If you look at the win quotes these two have for one another in SFV :
Juri if she wins vs Seth : Haha, look at you,nothing but a pile of scrap.
Seth if he wins to Juri : You will work for me and only me.
I mean, they kinda have a love hate relationship.

In this version, Juri is supposed to be genuinely surprised and shocked upon Seth's return since this was the last thing she expected and the new female form is what shocks her the most since it resembles her and she never knew that there were forms based on her apperance. This is what will cause her to not fight properly and so Seth easily overpowers her and gives her a taste of the same medicine. Also in SFV story and gameplay, I heard that Juri is somewhat "nerfed" compared to SF4 which is what Seth technically explains in this comic pic. And at the same time, Seth takes the opportunity to emotionally expose Juri for how she really feels in general.

it still creeps me out that capcom decided to make seth into a female but still have his voice...it was super weird

honestly, in "i´ll-play-with-your-mind" you pretty nailing it.
But yeah, making Seth into a broken AI, wasn´t really that good. I never really noticed the hatred for Bison in SFIV.
