In this scene Korra is playing her DC Unlimited role of Genesis.After forming the Infinity People, she realized that these people were a little rough around the edge. In her timeline where Darkseid ruled the entire universe, and hope seemed to be lost, Batman would tell her bed time stories of the Justice Society of America. In the 40s, these heroes embodied what it meant to be heroes and unite. Having been trained by them in the past, he remembers the JSA fondly enough to say, "Those were better times. Simpler times." And Genesis was inspired by those stories, just as much as she was inspired by her adoptive father. When she came into modern times, the first places she visited was in Civic City, where the first Justice Society headquarters was located. She was awe in amazement, when she saw the portrait. One of the things Genesis took away from the stories Batman told her about the JSA was that they weren't just a run of the mill superhero team, they were "The" Team that everyone aspires to be. They were a family of superheroes bound together to fight for evil doers, regardless of how outdated some cynics say their values were. Genesis knew that she had to do something similar if her team was going to function as a great unit to unite the world's greatest heroes for the coming threat that approached the fabric of the universe and all of reality
