Before he began his war with the Teen Titans, Slade Wilson needed someone to fund all of his attacks for conquest. Mainly an army that could stand against the Teen Titans. In his search, he turned to a man who had as much mistrust in Metahumans or anyone with any superpowers and call themselves heroes. He turned to the smartest man on Earth: Lex Luthor. Knowing this would get under Batman's skin, and to test his weapons against super powered individuals, Luthor gave the Slade all the equipment he'll need. He even helped with Terra's exo skeleton armor. This wall a means to test The Teen Titans and gain data on them. And for the most part...it worked.
