He's gay for him I honestly never got an answer from the episodes I watched. I listened to the commentary too but it was never really explained. They stated that it can be traced back to season 01 Tell Tale Head when Bart cut the head off of Jedidiah Springfield and Smithers said "The feeling is more than mutual"
