It's a pre-installed Standard graphic Tool since Windows 3.1 ^^

MS-Paint.... version..... no possible way. If there is, then I will have to pick up on digitally drawing through that program.

well, i imported an ingame screenshot and draw the lines with a high contrasted color over it (using the line and bended linetools) - then just erased everything else. 
The programm gets underrated a lot. ^^
