As much as a stomp in favor of 18 goes, don't be shocked if the T-X ends up turning in 18 herself to try and even the odds, but 18 was far more attractive than the T-X ever could hope to be, it doesn't help that 18 is basically super Robocop.

18Β as she was probably the most powerful out of all the Androids after Cell

17 & 18 are at almost the exact same power level, and 17 got his ass handed to him by first stage cell. 16 then stepped in and fought on par with him when 17 couldn't touch him.
