If Lila Rossi would be there, Mod could just give it to her instead. To him, he doesn't need a Miraculous to give powers to someone and make him/her a follower when he has all of his machines. He could get her to use her newfound power to akumatized Hawk Moth, or Gabriel Agreste. Imagine how does it feel for Gabriel to be owned by his own power.
