Aye, my guess is that Neo-Who fans-(the ones who joined at around Nines' era)-and probably some Old-Who fans-(the ones who liked it at the earlier stages between One and Eight)-would rather flock to the likes of Ten and Eleven for their longer run time and subsequently their more extensive character than Nine who only had one short-(but sweet)- season.
But like I said it's only a guess...
