Perry (the platypus) is from Phineas and Ferb, where he pretends to be a regular pet but then sneaks off to fight evil as a secret agent. He's part of an agency where all the agents are anthropomorphic animals, and they all wear fedoras, and I figured that of course Gromit would be an agent so I gave him the same hat
