Nah, Roxy and her partner Poison are from Final Fight. When ported over from Japan the censor thought it to much for the good guy to hit a chick so in America Roxy and Poison where written as dudes.

You are forgetting that the porting you talk about is far from being the end to their appearances in Capcom publications - later when they reverted back to girls from Sid and Billy, only Poison was retconned to be trans, Roxy wasn't. While people speculate, there are no indications that Roxy is trans. Even Poison remains a bit speculative.
I am completely aware of the event you are describing, I followed the whole thing as it was happening
