EXALT never made sense to me. Their "form over function" approach and the loot you get from them implies that they're the Illuminati. Okay, sure. But then you see that they have spots on their necks, implying that they're aliens in disguise. While those two points can go together, what about that mission where you take an EXALT member hostage after the aliens gunned his squad down? Why did the aliens do that? Makes no fucking sense.

Well I get it as they are trying to get the alien tech for themselves so they can take over the world. They are doing whatever it takes to guard themselves against both the aliens and X-Com together, Like Bioengineering themselves with meld to make them stronger.
