It's an ongoing joke/story element that Pyre is flat chested among all these other amazingly busty characters. I think it's the original artist's nod to his own art style being very cup size-centric. To hopefully fix your confusion; the hypnotist character you saw probably used the wrong technic for simple stress relief and instead used a temporary expansion.

A lot of thought was put into the matter apparently. O_o especially for a mere three page sequence from your point of view.Β
As for the ongoing "joke" as it were, isn't an unusual thing for me, it's been something I've watched continue until it became pretty much a permanent part of these characters' 'lives.'
It's not really confusion but rather just a statement on what i saw within these three sections alone. I've been following poor Pyre's lack of busting buttons for about 3 months, maybe longer now, not sure anymore on that one.
