Yeah, she's Kahvi.  Her braids are the mark of her (former) rank as Chief of the Gobacks, like the Chief's Lock is the sign of Cutter and Ember's as chiefs of the Wolfriders.

And yeah, they are.

Although with Kahvi dead now in the newest comic series (Elfquest: The Final Quest, and Venka their new Chief, I don't think they matter anymore.

(Venka doesn't wear them herself.  She lets her hair fall loose.)
