I use photoshop elements, but idk if that really makes a difference pfff;
-Duplicate the layer that you want to make blur by pressing CTRL+J
-On the duplicated layer, go to Filter->Blur->Gaussian Blur and you can mess around with the radius size
-Then when the duplicated layer is all blurred, change the opacity to a lower percent and that should be it. 8D
