it's a personal joke tbh. at the time I didn't understand what the meme meant by "counter" and all I could think of was either the pokemon move "counter" or the battle mechanic "counter" that's in a lot of RPGs like final fantasy, where if an enemy hits a character they have a chance of automatically attacking back.
so I drew bad cop getting kicked in the face with a boot and losing 10 hp like in an RPG. logically.
(basically it's just something funny I drew for my own amusement)
