It looks like the reflection of the Milky Way as it rises above the horizon! I once saw a time-lapse video on YouTube of the Milky Way rising over Australia... amazing sight!

I've been studying colorized Hubble photos of galaxies and nebulae recently, too. They're such beautiful subjects Looks to me like you went to town with a toothbrush to get that fine spray of stars. Great technique!

Good eye again, my dear! A toothbrush with diluted acrylic ink, then bamboo spears and toothpicks in undiluted ink for the more vibrant ones!

Experimenting won't ever hurt! Mixing titanium white watercolor or guache with water and keeping it in an air-tight container works just as well if you're using brushes. I use both fountain and dip pens, which write much more smoothly with the acrylic ink.
