I love the way you did the braid~ it looks so pretty and neat~ and combined with those lovely flowers it only makes everything more entrancing! you really did the flowers quite detailed and they fit and decorate the hair so adorably
The shading is also well done and I especially like the highlights on the braid~ it makes it stand out more 
The color choice is soft to the eye, there are no too intensive colors and that makes the drawing appear more peaceful~ those purple tones suit the prevailing blue and the light skin tone... that's another great combo I must say!
The background is kept simple and that allows more focus on the character~ The grey-ish tone with the white snowflakes is also providing gentle support to the drawing from behind, transmitting and enchancing the feeling of coldness~
What I think could use some more work woud be the lineart... It's minor, but some lines appear a tiny bit shaky... like the outer part of the ear and parts of hair... I don't Know what drawing program you're using, but if you're working in Paint tool Sai, you might want to use the stabilizer tool if you're not already using it... here's a good video explaining the stabilizer tool, so you might want to check it out (first 5 minutes are about stabilizer)

A bit more detail on the eyes and clothes could make the drawing a bit better too, but it's completely fine as it is this way also
All in all, it's a fabulous drawing and you did an awesome job! Well done, keep up the great work!

Ah, I see what you mean about the lines... I don't use Paint Tool Sai, but I do have a stabilizer in my drawing program. I don't really use it because it tends to get on my nerves.

Warm skin tones vs blue hair and backdrop really worked well here. Adding bits of purples was a wonderful touch! Her facial expressions are cute too! Well done my friend!
