Well I have a long back story here, and I am trying to tie it in with Dr. Soong and his androids. Khan singh is the man who overthrew and reorganized the empire. so maybe the Soongs were favorites of the imperial family.

Hehehe! Total reversal of our Picard's role. Does this mean that Commander Maddox was successful not only in having Data taken apart, but also in duplicating him.

I see this going twofold:
Picard gives Data to Maddox for "research," but with a condition attached.
By surrendering Data, Picard gets to keep the superior of Soong's children: Lore

I haven't quite worked it all out, though everyone's ideas are pretty strong. I know it leads to each imperial ship having a "Data Unit" on board. Now how we got there I haven't figured ....yet.

Lore tended to be a rogue, where as Data was more obedient. Although maybe Dr. Soong's initial experiments successful.
