My steps to make the bubble. I'm sorry that I don't have the brush for the "flame texture" available. Since I didn't design the brush it's not mine to give away. The technique really only relies on an understanding of color dodge and any brush you want. The texture makes the portal look neat, but the effect can be done with even a standard round brush.
