use an adjustment tool to colorize the skin, or
an overlay, or something entirely different?

I just use the latest PS - the subscription one.
Sometimes, I immediately start with colors but in this case, she was just a doodle I did on paper and then I took a picture of the doodle with my iPhone to get it into the computer. After some refinement, I added a color layer just to rough in some skin tones. After that, just more layers, different effects, etc. Basically, anything to make it look right.
