I find him an interesting villain. He can fight underhandedly, but fights for something he believes in, even more so than his own honor. And I believe it's something more than just winning, like I unfortunately see in a few main villains in anime (like Jagi and Dio). I'm not even sure if he even fights for himself, and seems to have no interest in resting on his laurels, and doesn't worship the Celestial Dragons, in spite of his attention to heritage.

And I don't really blame him for killing Ace. I mean that's what the whole war was about, right? What every sacrifice the navy made had been for? It seems fairly understandable for him to not want them to be made meaningless.
