This piece is really quite interesting! The character design is really cool! I, personally, enjoy more creepier characters and this on is definitely that. The open mouth on the front of his chest as well as the multiple arms really make for a great villain or an awesome nightmare. The addition of the hat to cover up a special part of the character, in this point the eyes, is a really bold move. It creates mystery elements to your character that really make him even more creepy.
I love the concept of this character and I would genuinely want to see more of what you can do with more characters like these!

I agree that the way his hat tends to hide the top half of his face creates that mystery in him. Add that smile of his, and indeed you have someone that is obviously up to no good, that creepy vibe that could send a chill down your spine, and the way he smiles you can see his charm.
I personally love the side drawing of him. The angle and the way the teeth of his mouth is protruding came out great! Nice job!
