I would see it as two battles; the first one, villain Livewire would win because 1) She's a grown up/adult and 2) she has more experience with her electric based powers. The second one, Leni Livewire would win because 1) she LEARNED from the first battle and has prepared accordingly and 2) assuming that she's like her brother and aware of the fourth wall/audience, then she KNOWS that she's due to win because she's the good guy/hero.

Well to be fair Metropolis does have a lousy law system. Not as bad as Gotham but still pretty bad.

And this IS the DCAU version of Metropolis, where as one certain bald headed billionaire put it best; "I own Metropolis, my technology built it, my will keeps it going, and nearly two-thirds of its people work for me whether they know it or not. Even you have to admit, it's a model of efficiency." So for all we know, that lousy law enforcement is on HIS payroll, how ELSE can HE get away with all kinds of clearly illegal crap before The Big Blue Boy Scout showed up?

That would explain a lot actually. And if that's the case then maybe Livewire was a teen. I mean it's obvious she worked for Lex considering he paid for her medical treatment at the end of her debut episode and how she specifically bad mouthed superman on her show. so maybe Lex pulled some strings to get her the job.

Well I haven't caught up with ALL the series in that universe (because there was just so many episodes over 4/5 cartoon series), but I read that he was "cured" of that cancer by Brainiac.
