This picture is taken in September in Oulu, Finland.It was again a very windy day, which helped to make the clouds and the water look like they do

It depends on picture. Usually I do the RAW-conversion and then adjust levels and curves in Photoshop.
Maybe add some vignetting or take out, then sharpness and frame
