Doesn't look that way to me. Back in Vol. 2 when she was making phone calls, the operator she talked to offered to connect her to her father and sister who were both available at the time. Weiss said "No". Since Ruby was away with Penny, Weiss would've had plenty of time to talk to them before being summoned to the freeway fight, but she didn't. Weiss also stated once that she has not had a very happy childhood because of her father due to terrorists and the like.
Maybe I'm wrong. Maybe she gets along with her sister. A probably bright spot in an otherwise dreary childhood... or something, like a best friend. She could've talked to her sister and not her father back then.
But then there's Weiss' credit card being rejected at that food stand. I'm thinking somebody in her family is trying to get her attention. I'm sure big sis will shed some light on that.
Either way, I'm sure we'll find out in a week or two.

Most likely. Weiss will probably get a message of some sort from "Daddy" along the lines of: "You are not worthy of the Schnee name. You're a disgrace to the family and are hereby disowned, unless you can prove you are worthy" or something.
Like I said, we'll probably find out in a week or two. I'm looking foward to the meeting between Winter and Qrow.
