Don't actually have GIMP in front of me at the moment, but I'm reasonably certain that I've mimicked things like glow effects before by using the expand/contract selection feature and giving the selection a soft edge. The airbrush thing might be easier, though, depending on how intricate the shape is. You could probably also duplicate the layer (assuming the linework is on a transparent layer) and then apply something like a blur filter to the duplicate and play with the opacity a bit.
Based on a few minutes playing around with it in Photoshop, I think my favorite (excluding the tutorial's outer glow method) is expanding the selection and feathering the edge, but GIMP's version of feathering may differ from Photoshop's, so the blurred layer might give better results.

Yeah, that's a great suggestion, actually Saves a lot of manual work!

I don't know why, but when I upgraded from CS3 to CS5, I haven't figured out how to use the expand/contract selection thing. I feel dumb XD It's just messing with sliders, but I can't seem to get it to work as predictably as I used to be able to use it, and I just haven't bothered with it since :b I'm lazy that way, although ironically it just ends up with a lot more manual work later.

Let's see: I'm using CS4, and Expand (SelectβModifyβExpand...) just shows up as a number field. (I assume that means they changed it between CS4 and CS5.) The Refine Edges dialog I used for the feathering (which I don't think GIMP has, by the way) had a bunch of stuff to tweak that I was too lazy to investigate thoroughly. Hopefully I won't be too long in getting around to checking the equivalent features in GIMP.

Windows Paint? A really rough version, maybe, unless you're particularly good at painting pixel-by-pixel.

I'm sorry, I have no clue I haven't used either. However, I'm sure a lot of things will be applicable - you can still use stock paper from online to get the background, and use the same painting techniques to do the lineart. If you're unable to make the lines "bleed" using Photoshop layer styles, they can always be painted in manually by going over every line a second time with a bigger airbrush.

Unfortunately, no I've never used the program. However, if you're lucky, a lot of the techniques that I use here could be applied to different programs! You'll just have to try it out and see.
