First of, you really should scan your drawing. Once their scanned, you could even photoshop them a little to adjust the colors and so on. It really gives a more professional look to it. Looks kind of distorted like that.
Now, onto the drawing. I really have nothind to complain about your proportions, and your hands look pretty good (Much better than mine actually...) The problem in my opinion is manly the shading. Did you just shade random parts ? As it is now, it looks like there is light over her head, and... Between her legs. Which, well, doesn't make any sense. You should try to imagine where the light come from and darken the aread that wouldn't get light. Well, you know it works. Really gives the drawing something.
Also, you should erase the lines you used to have proper anatomy... It really looks like a quick sketch that way, while it clearly isn't. Like the lines on her tummy or on her legs. (Or the one we can see through her cloak. ; P)
Overall though, it's still pretty good, and the best I've seen of the fiew I looked at. (I also noticed the second problem in other drawings.)

scanner yea know but this pic is from my 11x14 skewtchbook the scanner is 8.5x11 so cam is only option fer this an some of my outher 2d/3d things
fer light im workin on pre-coloring the uniform it will make more sence once i finish coloring--still no clue what colors i wanna use tho
see thru cloak?? as fer lines i have with stomache an the gtrid lines ive tryied ta actually theyll disapear once i color it--i press kinda hard while im drawin

Okay, this is cool.
Before comment the picture proberly, just one thing: Fine, if you don't have a scanner, but it IS possible to take better photographes of a drawing with a camera. pleeeeease try to take it straight from above, and not from the side, or in some other weird angle, cause that distorts the image and make it look strange.
And please, try to crop the image so nothing but the drawing is visible.
And to the drawing: Over all it looks good, but there is some small things that can be changed. First of all, her right hand is smaller than the left one, and the right leg is thinner than the right leg. Also, her face looks kind of strange. Not the eyes and nose, but her lips looks a bit funny, and also the shape of her face doesn't look natural.
