One more thing from this Chaotix movie idea thing. Came out pretty well, I think.

Nack, Breezie's on-screen bodyguard and off-screen enforcer, relays his boss's orders face-to-face to Junior (Maybe Danny Devito? Named after, but no relation to Robotnik Jr.), gang boss and cohort to Breezie's bid to expand her assets and influence in the city (which we can call Starlight City for fun).

Original thoughts that got us here:
"Can't think a good, pre-existing, street-level human villain character.

Perhaps Archie style Breezie? Coming to the human world to quickly establish a foothold in the business world under the guise of a rising philanthropist entrepreneur while secretly conspiring with gangs to strong-arm businesses through a proxy goon (we can even call him Junior), who is threatening her as well to throw suspicion off herself. Maybe even "hiring" Nack as her personal bodyguard for "protection".

Something like that."
