Yup. Lack of helmets can also be annoying, but at least you have the excuse of wanting to show the actor/character's face. What good does a bad vest do? Make it easier for actors to walk around?

Or not spend extra money on animation. Seriously, if you pay attention to TCW and Rebels, the clone naval officers always have their faces exposed but the Alliance grunts and pilots as well as the Imperial Navy sailors all have their eyes hidden in some fashion.
