Hyper beam is shoot then charge.

Solar beam is charge then shoot.

I actually forgot that sunny weather removes the charge phase for solar beam, another reason I called it a reverse hyper beam I suppose.

Hyper Beam, Blast Burn, Hydro Cannon, and Frenzy Plant are technically shoot, then rest, because using that much energy that fast would wear you the FU*K out...
So your saying it's more like a faster, normal-type Doom Desire...

That's what I was saying with a faster, normal-type Doom Desire... DD has like a 2 or 3 turn charge time... faster would mean reduce it to 1 turn... DD is normally steel-type so normal-type is self-explanatory... It's described as a burst of light in-game, but on the movie Jirachi's 3rd eye basically did a MAJOR Shoop Da Whoop... So it is basically Charge. Decimate ANYTHING in the way...

Doom Desire, and Future Sight for that mater use a completely different game mechanic.

Bulpadedia on doom desire: Although Doom Desire is a Steel-type attack, it will not take type into account, ignoring weaknesses, immunities and resistances. Therefore, it does not get STAB. Furthermore, Doom Desire cannot cause a critical hit.

Future Sight: Although Future Sight is a Psychic-type attack, it will not take type into account, ignoring weaknesses, immunities and resistances. Therefore, it is able to hit Dark-type foes and does not receive STAB. Furthermore, Future Sight cannot cause a critical hit and its damage is not increased by Life Orb.
