Kuuga's is supposed to be the strongest, and Decade's show was so poorly written Decade effectively became comparable to a canon sue as a result...

Basically Kuuga's rider kick is the strongest. On par with the mikarustu or whoever beam and the falcon punch.

Decade is basically a Canon Sue due to bad writing.

Decade can use Kuuga's power.

Colling the two rider kicks creates a far more powerful force than colliding a pair of falcon punches simply because of Decade.
