Hotaru is from the realm of Order. His life's mission is to bring order to those who would bring about Chaos. Hotaru's view on Outworld was of a realm filed with disruption and chaos. However in the past during The Dragon King's reign, Outworld was peaceful and maintained a sense of order. Now that the Dragon King has returned, Hotaru has allied himself to Onaga's cause. He will aid Onaga's followers to bring about Order throughout the realms.
