Wear a bikini = showing off a bunch of skin, covering the privates, person is okay with it.
Wear undies = showing off a bunch of skin, covering the privates, person feels exposed.

Reminds me of when I first saw the music video for Firework. I was only partly paying attention, and legitimately thought that the plump girl by the pool stripped down to her underwear.
(This is probably why my parents didn't approve of bikinis.)
