It always bothers me...if cat girls have cat ears...do they still have human ears in their normal spot? (Cuz u know...they always draw hair coveringΒ that spot...)

If the character is actually a cat-girl, than probably not (I don't really see much use for having 4 ears). However, there are some cases in which the "cat girl"'s ears are actually removable (ex: the vocaloid character SeeU) because they are headphones or hair accessories, than they probably do have human ears because they are not actually cat-girls, but rather completely human.
I would think that the hair is always drawn to cover the space where human ears would usually go because artists want to avoid drawing awkward 4 eared characters as much as they can. The only 4-eared actual cat girl I know is Blake Belladonna from RWBY.
