On the top menu bar it should have the file,edit, window, etc etc. Find the one that says "selection" and then the drop down menu should show up, and then there should be an "expand selection by 1px" option.

Unfortunately, I don't recall what the download link was. But if you have photoshop, you can do the same thing by going "Select > modify > expand" and then type the amount of pixels you want to expand it (usually 1 or 2)
Looking at your screencaps there is a selection button. So you can't find the "expand" button??

Nope, I tried looking for it, There's none. Is it because it's a different version of SAI? (I'm not quite sure if theres multiple.) There was only things like 'Select CP's in Selection' and stuff like that.

hmm.. that's really odd.I have no idea if there's more than one version. well, I guess you'll have to do it the long way; though I like the manual colour and erase method better, it gets to all the little bits and you control everything so it gets fully coloured.

Well,my version (hacked) is missing the "ink pen" tool, as well as it's in japanese and you have to translate it... I'm still trying to locate the link. It took me a long time to find it. If I do I'll put it up for you.

Oh,! did I not explain that part? well, when you set a layer to "multiply", the white parts of that layer will sort of become see-through, and you can't see what you colour if you add layers under it.

and how did you get the lines so smooth? i downloaded paint tool sai from the link and i don't have all the tools like pressure, line tool, and a few other ones..is it supposed to be like that?

Really? hmm....
Well, the link one is a trial version. But I think it should have all the tools. The Pressure and line things only appear when you make a new vector layer; it's the icon beside the one that makes a new layer.. I'll try mentioning that if I make another tutorial on linearts...
