The picture displays 'Russia' or Ivan Braginski from 'Axis Powers Hetalia' and his beloved bottle of Vodka!
i wanted to add a slogan of "Why is the Vodka GONE??" (from Pirate otC) but there wasn't any space... the background took me the longest! -dies- ROFL, he looks high on the alchohol, good thing he's not driving!*Working on my clothing shading*

Oh, it was a TF2 referance. Demoman is one of the playable characters in the game. He is a black scottsman with an eyepatch(he calls himself the black scottish cyclopse). He has a beer bottle as a melee weapon, and he occasionaly says "Ay! Why's the scrumpy gone!?" The bottle of vodka in the picture looked like Demomans' beer bottle. The title, and your referance reminded me of the catchphrase.
