I use Adobe Photoshop CS5 for coloring, so for the shiny background I selected the background on a top layer and then gaussian blurred it. And for the overall shininess, I pasted the finished picture over itself, and then gaussian blurred and faded it some so it'd end up smoother. Hope that helped.
