Description
Shortly before Crisis, Green Arrow was force to unmask, when Malcolm Merlyn kidnapped his pregnant wife Dinah, also known as Black Canary. Oliver Queen secret identity wasn't a secret anymore. In order to save his wife and child, he killed Merlyn. After that, he was sentenced for murder. He was in prison, when Dinah gave birth to their son, Connor.
During Crisis, President gave him permittion to leave prison, to help other heroes save the world.
Unfortunately, he was heavily wounded by Anti-Matter shadows and since then he's in deep coma.
2 years after Crisis. Crime Wave in Star City raised. Green Arrow's old protege, Roy Harper decides to get back into action as Red Arrow.
But, he's the only one archer in Star City now.

When in Teen Titans, he met young assasin called Chesire. They fell in love with each other. Shortly after that she left him. He was so depressed that he started taking heroine. Everyone turned back from him, Green Arrow, Black Canary, Teen Titans. Robin (Dick), Wonder Girl (Donna) and Kid Flash (Wally) were the only one who wanted to help him.
After all, it was Chesire who put Roy back to his mind, when she showed him the reason, why she left him. It was because she was pregnant. She ran away because, she's been wanted dead by League of Shadows. She came back, because, she wants Lian, their daughter to be safe with her father. Roy got rid of heroine and started taking responsibility as father. He retired as Arsenal.
During Crisis, he got back from his retirement. During battle with Anti-Matter he lost his right arm. It was replaced with bio-tech arm made by Cyborg.
2 years after Crisis. He was invited to new Titans by Nightwing and Donna Troy. He took the offer as new Red Arrow.

Arrow - Mia Dearden-Queen
When Oliver was young his father had an affair with his secretary. When she got pregnant, he fired her and threaned her that, if anybody will find out about their relationship, it won't end well for her. Even though Robert Queen was aggressive and mean to her, she loved him.
When raising Mia, she blamed her for destroying their romance. At age of 14 Mia ran away from abusive mother. To have place to live, she worked as a prostitute. She never knew that her father was billionaire Robert Queen (dead at that time) and her brother was Oliver Queen (Green Arrow).
GA found out that he has a sister, when he read his father's diary, where Robert wrote about his affair and her pregnancy. Queen wanted to find her. All the clues, took him to Glades, Star City district full of crime, drugs and prostitution. He found her as Green Arrow, when abusive pimp started beating her in some dark alley. Green Arrow knocked him out and he took her unconcious to Oliver Queen's apartment in downtown. When she woke up, Oliver was sitting next to her bed. He told her all the truth, about their father, her legacy. He offered her a place to live. She took the offer and started living with her long-lost brother. Soon, she found out about Green Arrow. Oliver started training her in archery. She also took the HIV test, unfortunately it was positive.
When her brother got imprisoned after killing Malcolm Merlyn, she helped Dinah Lance get through with her pregnancy as she could. She was really excited that she is an aunt for little Connor.
2 years after Crisis. With her brother in coma and Dinah at retirement, she took name of Arrow to clean up streets of Star City.

Artemis - Artemis Crook
Tigress (Paula Crook) and Sportsmaster (James Crook) were both assasins under League of Shadows orders. They've had daughter they named Artemis (as a tribute to Olympic Goddess of Hunting).
When she was 7, her mother was put in jail. Her father focused on his job, didn't paid much attention to Artemis. To gain his attention, she took her mother old costume and fought Teen Titans as Tigress. They defeated her and convinced her, that she doesn't have to live this way. When she was 16, her mother was released from prison. Beaten and abused in prison, she was paralyzed and couldn't move her legs. She also reformed, she swore her daughter to never go back to crime. They lived together in Star City.
2 years after Crisis. Paula was assasinated by David Cain, League of Shadows assasin. Artemis made herself a new costume and swore to avenge her mother's death. Her vengeance led her to Central City, where she met Flash (Wally West) and she developed a crush on him. He helped her track new clues to League of Shadows. This took her back to Star City, where she confronted Cain and found out that he took the order to kill Paula from Sportsmaster. Her father and Cain along with other warriors from League fought her. She was nearly dead, when Arrow and Red Arrow saved her. They helped defeat remaining Shadows and Sportsmaster, but Cain got away.

Dark Archer - Thomas Merlyn
Son of Malcolm Merlyn, the best archer in League of Shadows and billionaire, Tommy was raised to fight. Malcolm was also the Dark Archer, Green Arrow's worst enemy. His father was strict and ruthless.
When Tommy was old enough, his father ordered him, his first mission - to kill Oliver Queen. Thomas failed and so Malcolm started being more abusive to his obedient son. Young Merlyn hated his father.
When Malcolm kidnapped Dinah Lance, Tommy tought "That's enough". He contacted Green Arrow and helped him save his wife and unborn son. He didn't predict that GA would kill his father. He didn't shared a tear for Malcolm's death.
Shortly, he took over Merlyn Corp as new CEO. With this fortune he started using it to make Star City great again. He also developed feelings from Mia Queen.
2 years after Crisis. Even with his fortune and best efforts crime wave in Star City raised. He decided that it's time for Dark Archer's return. Not as assasin, but as a hero.

I decided to erase Connor Hawke. His time travel origin didn't seem original to me. More like Young Justice's Impulse.
