I remember that show, even how they changed it half way to really give her breasts more depth.

That's because of the American network that first showed ReBoot: ABC, whose Broadcast Standards and Practices forces some strict and sometimes bizarre restrictions on the show. After they were dropped from ABC, (Season 3 onward) they were free of the excessive censorship of ABC. (as the show was also syndicated AND on the original Canadian channel that showed it: YTV)

Well, and by the time they were into season three, they had a lot better hardware for the animation as well, and so could crank out more detailed images on a TV show schedule.

I kind of figure it would have been something like that. I still wish they would bring the show back, they really left it hanging with the season finale.

is there still new of rebooting the reboot show?

The current plan is that they're working on a new series aimed at kids that will combine live action with CG, where real humans go into the computer world etc. Supposedly it'll have references that imply canonicity to the original series but it's not the continuation that was ever intended and from what we know so far sounds like there's not gonna be too much for long-time fans to get excited about etc.
However it's also like... the 3rd or 4th iteration of a ReBoot reboot, all the previous ones really seemed to be happening then just quietly got forgotten, hard to say with this one.
Bottom line is, as ever, there seems to be no hope of us ever getting the final 5 episodes as they were intended to be made, which is all the longtime fans really want I imagine.

Last time I checked a few years back, they did a (web)comic reboot that picked up sometime after the events in the original series, just a single story arc. I'd have to go digging for the link, google will probably get you to it.

its supposed to be still in the works, but there's no real new news about when we'll see anything come of it
