If we're just talking physical strength (though I only know a little about the character) I'd say Saitama. Hands down. Vicky isn't even in the running.
If Vicky were to use her abilities, SHE would win, easy, but to take out a target like Saitama, there would apocalyptic levels of collateral damage (not that Vicky would actually ever "take out a target").

I think it might have been physically harmless...at least on the macroscopic scale.Β But if those particles start becoming charged, you get moving charged particles creating magnetic fields, possibly plasma...perhaps she only makes it as hot as, say, the plasma you find in a plasma lamp, but if she lets it all go, you end up with a spherical burst of charged particles.
It might not be enough to be a hazard to living tissue, but it'd wreck hard disk drives and semiconductor chips.
So I'd be willing to bet "grounded" doesn't just mean punishment...it means a faraday cage.

It's like putting a small dent in spacetime in the same way actual mass does.Β That "false mass" field is what makes the dent, and the "manipulated gravitational field" is the result.Β It acts like a kind of custom-made gravitational trench, pulling the plasma stream into one neat line.
