I heard this twice and I never really heard it again but there is no such thing as an evil Pokemon. A Pokemon can be bad only if the trainer is bad. There is a reason when you can catch Pokemon like Darkrai and have them on your side.

That is just what Coffing told Pikachu, when Pikachu, in the absense of Ash Brainouttolunch Ketchum, tried to be a trainer and take over a batch of Team Rocket pokemon who were also missing their trainers.

That's not how I recall it: but the old episodes just are not being broadcast any more and I have given up waiting for WPIX in my area to do so.
As for the monster, it resembles a Clark Ashton Smith charcoal drawing of "An Inhabitant of Sithakkaloth". I have an album of his sculptures ,paintings and drawings, pub. by Jack Chalker.
